Are you sure it's Hook64 causing the problem? What region are you playing on?
I tried it a few times and had no problems logging in. Maybe your games XMLs are corrupt? Try the XML fix in Hook64 by right clicking Tree of Savior and selecting XML fix.

Im on Eu eserver and when i try to login and i get to char screen it makes my screen small on what chars i have and everything else

Hook64 wouldn't do that though, simply not possible.
