BDO not launching

BDO won't launch from Hook64, only seeing "Suspended" from the launcher.

Game launches fine normally, what can I do to ameliorate this issue?

Also, how do I reduce skill cooldowns?

Make sure you dont have an antivirus interfering with it... and skill cooldowns are automatically reduced.
